NOTES top No checking of target is done. Deleting the name referred to by a symbolic link will actually delete the file (unless it also has other hard links). If this behavior is not desired, use link(2). Symbolic links can contain arbitrary strings; a dangling symlink occurs when the string in the symlink does not resolve to a file. There are no restrictions against creating dangling symbolic links. There are trade-offs to using absolute or relative symlinks.

In Ubuntu, that file is a symlink that points to /run/resolvconf/resolv.conf so cp will complain that it won't copy through a dangling symlink. Setting POSIXLY_CORRECT variable to other than null will stop cp from complaining, but the resolvconf dir inside /run does not exist in the chroot environment when first created, so cp fails.
